China Publishes Implementation Measures on RoHS
The Chinese State Administration for Market Regulation has published the Implementation Measures on a Conformity Assessment System for the Restricted Use of Hazardous Substances in Electrical and Electronic Products.
Electrical and electronic products which are listed in the RoHS 2 Catalogue and manufactured or imported after 1 November 2019 must comply with the implementation measures. The products covered are:
- refrigerators
- air conditioners
- washing machines
- electric water heaters
- printers
- copiers
- fax machines
- televisions
- monitors
- microcomputers
- mobile communication devices
- telephones
Companies may choose either of the following methods to complete the conformity assessment:
- Voluntary Certification for Restricted Use of Hazardous Substance in Electrical and Electronic Products the company may choose third party certification institution to certify the products as compliant with standards and technical requirements on restricted use of hazardous chemicals. Detailed rules are set out in Annex 1 of the Implementation Measures.
- Company Self-declaration the suppliers (manufacturers or delegated agency) may conduct self evaluation to prove compliance with standards and technical requirements on restricted use of hazardous chemicals. Detailed rules are set out in Annex 2 of the Implementation Measures.
Companies choosing voluntary certification to complete conformity assessment may use Label 1 as conformity label while companies choosing self-declaration may use Label 2.
All information in relation to conformity assessment will be published on the information platform set up by the Ministry of Industry and Information Technology (MIIT) and the State Administration of Market Regulation.
