Oregon: Call for Information from Prospective Producer Responsibility Organizations (PROs) in E-Cycles Program

Introduction

Oregon’s Department of Environmental Quality (DEQ) is inviting prospective electronics producer responsibility organizations (PROs) to provide them with information to help plan for the modernized Oregon E-Cycles program.

This month, DEQ is planning to post a list of prospective electronics PROs on the Oregon E-Cycles webpage. Entities who are prospective electronics PROs, are asked to confirm whether they would like to be included in this list. To be included, an email must be sent to DEQ Program Coordinator, Rachel Harding with the subject line “Prospective PRO for Oregon E-Cycles.”

In order to help DEQ properly plan for the publication of this list, they are asking that contact information be provided by Thursday, October 24, 2024.

Producer Responsibility Organization Requirements

Manufacturers of covered devices are required to participate in a DEQ-approved PRO. A prospective electronics PRO must submit their plan for the modernized program by July 1, 2025 and the modernized program begins January 1, 2026.

Each of the PROs is required to comply with the statute and adopted administrative rules.

How is Oregon E-Cycles being Modernized?

Originally created by Oregon’s Electronics Recycling Law in 2007, Oregon E-Cycles is a program that operates throughout Oregon and requires electronics manufacturers to provide responsible recycling for electronic devices. The program is a producer responsibility program and waste management strategy, requiring producers to take a shared responsibility for end-of-life management of their products and materials.

In 2023, the Oregon Legislature enacted House Bill 3220. This law will modernize the Oregon E-Cycles program by increasing the types of electronic devices that will be accepted by the program and strengthening the convenience requirements for program services.
