18 Substances Proposed for EU REACH Authorization List
On 1 October 2019, the European Chemicals Agency (ECHA) published a list of eighteen substances that it is proposing to add the list of substances subject to authorization in Annex XIV of the REACH Regulation.
When a substance is included in Annex XIV, it cannot be used as a chemical or in mixtures of chemicals in the EU unless authorization has been granted for the specific uses and only if supplied by an authorized supplier. The proposed substances and their main uses are:
Some of the proposed substances were added to the Candidate List many years ago whereas others are more recent, so it would be unwise to assume that any Substances of Very High Concern (SVHC) in the Candidate List will not be considered for addition to Annex XIV. This proposed list includes all of the lead compounds as well as DOTE and the reaction mass of DOTE and MOTE that may be used as heat stabilizers. A consultation on these substances was held by ECHA in 2018 and so the next step is for the European Commission, in collaboration with the Member States and the European Parliament, to decide whether to add these to Annex XIV.
